NuRock Companies has proposed a 130-unit affordable apartment complex near Opa-locka, which would be its second development in the area. The Georgia-based developer submitted a filing to Miami-Dade County this month outlining plans for Heritage at Gratigny Park, an L-shaped building on nearly one acre of vacant land at the southwest corner of Northwest 120th Terrace and Northwest 27th Place. This location is in an industrial part of unincorporated Miami-Dade County.
The company is seeking zoning verification from the county to confirm development regulations and check for any outstanding violations. NuRock’s application also states its intention to apply for funding from the Florida Housing Finance Corporation (FHFC), which provides financing options such as low income housing tax credits for affordable housing projects. FHFC typically requires zoning verification from local authorities before awarding funds.
NuRock has another planned project nearby: a 130-unit multifamily building under Florida’s Live Local Act, which incentivizes developers with property tax breaks and permission to build larger structures if they provide below-market rate apartments. The Residences at West View Landing will be an 11-story building at the southeast corner of Northwest 27th Avenue and Northwest 123rd Street, also in unincorporated Miami-Dade. All units are intended for households earning up to 80 percent of the area median income, surpassing state requirements that only mandate 40 percent of units be reserved for tenants earning up to 120 percent of AMI.
In May, NuRock purchased the two-lot site for Residences at West View Landing—0.6 acres—for $2.6 million.
The Heritage at Gratigny Park site is owned by an entity linked to Art + Tec Development, a Bay Harbor Islands-based firm led by Gabriel Boano and Paula Lowenstein Boano. In 2021, Art + Tec had proposed an eight-story, 168-unit apartment project on this property but did not proceed with construction.
NuRock specializes in developing and managing affordable housing projects; Robert Hoskins serves as managing principal. In Pompano Beach, NuRock completed both Crystal Lake—a 92-unit complex—and Heritage at Pompano Station—a 116-unit building—each including affordable units. Last year saw completion of Residences at Naranja Lakes in south Miami-Dade’s Leisure City neighborhood; it features two five-story buildings totaling 140 units.
Additionally, NuRock has plans for a new Hollywood development: a 134-unit apartment project aimed at low-income families on Washington Street. In support of its FHFC application, Hollywood commissioners voted in favor of lending $640,000 to NuRock in 2022.
Affordable housing developers like NuRock remain active despite market downturns due to ongoing demand for lower-cost apartments in areas such as Miami-Dade where many residents cannot afford market-rate rents. These developers often use government subsidies and grants—including LIHTC—to help improve financial returns.
