Florida Board of Governors adopts new performance metrics for state universities

The Florida Board of Governors has approved revisions to the Performance-Based Funding (PBF) Model and introduced new metrics and objectives for SUS 30, the State University System of Florida’s strategic plan.

“As the leading State University System in the nation, now is the time to continue raising the bar,” said SUS Chancellor Ray Rodrigues. “In alignment with university presidents, we are setting the stage for strategic growth across our universities to achieve our 2030 objectives and elevate student outcomes. New benchmarks that encourage continuous improvement ensure that Florida remains the premier destination for students to reach their higher education goals.”

Board Chair Brian Lamb commented on the need for ongoing progress: “To remain #1, we need to continue pushing ourselves to new heights. Many of our universities are already exceeding expectations in several of our existing PBF metrics, meaning we need to reexamine and update our standards to stay competitive on the national stage. I am grateful for the collaboration across our 12 institutions to implement new goals that hold us accountable and drive our momentum to ensure a strong return on investment for students, families, and Floridians.”

SUS 30 details the mission, vision, values, and priorities for the system’s future. The changes align performance funding measures with these priorities and will take effect in 2026; however, funding allocations based on these updates will begin in 2027.

Key updates include revising Programs of Strategic Emphasis—setting targets of 45% for bachelor’s degrees and 50% for graduate degrees awarded in these areas by 2026—and establishing Areas of Expertise at each state university so that institutions can focus resources on fields where they can lead at both state and national levels. Additionally, an Iconic Companies list has been approved. This initiative is intended to build stronger relationships between major companies and SUS universities while emphasizing workforce needs and encouraging these companies to hire graduates from Florida’s public universities.
